This position is funded from the Commonwealth's capital budget.Duties:
The incumbent will assist the District Traffic engineer in the daily operations and supervision of the district traffic operations staff.
Duties will included but are not limited too:
1. Review traffic
plans, designs, specifications and cost estimates for transportation projects in accordance with sound engineering principles and practices, applicable regulations, standards and technical specifications.
2. Prepare and/or review reports, studies and analytical data.
3. Analyze and perform calculations related to traffic engineering designs.
4. Assist Traffic Operations staff in resolving traffic engineering concerns received from citizens, municipal officials and other state agencies.
5. Assist with field review of traffic signals, highway lighting, guide signs, pavement marking, and impact attenuators for transportation projects to meet MassDOT and MUTCD standards.
6. Assist with field review of traffic management plans to ensure compliance with MassDOT and MUTCD standards.
7. Assist with traffic signal inspections to ensure proper operation and compliance with accepted standards.
8. Assist other District sections and Boston Office in issues involving transportation projects and in problem solving.
9. Assist the Traffic Operations Section with reviews of District Access permits.
10. Represent MassDOT at Public Information Meetings/Hearings.
11. Meet with designers and contractors to coordinate the planning and execution of projects.
Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in civil engineering or civil engineering technology , may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in civil engineering , may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.
NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary,
environmental, drafting, highway, architectural, mining, airport and materials.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
Preferred Qualifications:
In addition to the minimum entrance requirements for this position, it is desirable that applicants have:
Experience with AutoCAD, GIS, Highway Capacity Analysis 2010, Synchro 8; traffic signals and lighting systems, pavement markings and sign installations.
Applicants should also be familiar with procedures related to traffic impact studies, highway access permits and roadway safety audits.
also posses the following;
1. Knowledge of the principles and practices of civil engineering.
2. Knowledge of the mathematical computations used in solving civil engineering problems.
3. Knowledge of the methods of general and technical report writing.
4. Ability to analyze and determine the applicability of civil engineering data, to draw conclusions and make appropriate recommendations.
5. Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit activities.
6. Ability to determine proper format and procedure for assembling items of information.
7. Knowledge of the design, construction, and operation of traffic signal systems.
8. Knowledge of procedures related to the design, preparation and review of MassDOT plans, specifications and estimates.
9. Skill in the use of Microsoft Office, traffic engineering and database software programs.
10. Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD) and the Massachusetts Amendments to the MUTCD.
11. Possess strong written and oral skills.
12. Supervisory skills, including planning and assigning work according to the nature of the job to be accomplished, identifying the capabilities of subordinates and available resources, quality control of work through periodic reviews and/or evaluations
Applicants for this position must possess a Bachelor-s Degree in an appropriate engineering discipline and E.I.T. certification or P.E. registration for appointment to this position.

For purposes of bargaining unit designation, Unit 9 is equivalent to MassDOT Unit E.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
